Carriers implementing FCC rules to comply with Section 506 of RAY BAUM’S Act will in all probability find that some public service answering points (PSAPs) cannot receive the required dispatchable location information (DLI) on these 911 calls. The FCC has determined that a waiver filed by the carrier may be required in these cases.
All affected Carriers should check with each of their PSAPs to determine if they are capable of receiving DLI, i.e. the street address and any other information, such as room number or floor number, required from some office buildings, campuses and hotels. If the PSAP is unable to receive this information, we urge the carrier to file a waiver with the FCC.
Following are requirements and dates for dispatchable location information (DLI) to be sent in 911 calls:
Fixed Telephony: DLI required January 6, 2021.
Mobile Text: DLI, or manual user information, or enhanced best available location information, required January 6, 2022.
TRS: Fixed VRS, IP Relay and IP CTS, DLI required January 6, 2021. Non-fixed VRS, IP Relay, and IP CTS, DLI required January 6, 2022, if technically feasible, or registered location information. or alternative location information, or 911 calls routed to the national emergency call center.
Interconnected VOIP: DLI required January 6, 2021. Non-fixed Interconnected VOIP: DLI required January 6, 2022, if technically feasible, or registered location information, or alternative location information, or 911 calls routed to the national emergency call center.
