ICORE assists ILECs and other carriers with the many challenges and opportunities of today’s increasingly complex telecommunications industry. We provide and manage an ever-changing variety of services that help our clients maximize their revenues while navigating the road of numerous regulatory, financial, and business issues.



From Model-Based Support, Average Schedule Settlements, Cost Separations Studies, and Comprehensive Revenue Reviews, ICORE is a full-service consulting firm. We perform Carrier Access and customized End User Billing Services, Tariff Development and Filing, CLEC Planning and Implementation, FCC Reporting and Compliance, Service Order Administration, Number Porting and Coding Functions, NECA and IXC Liaison, and a host of other related services.

We have extensive experience with drafting Interconnection Agreements and other contracts and agreements that are becoming increasingly important in our industry. Our people have a wide variety of experience, knowledge, and skills, gained from working for Independent Telephone Companies (ILECs), AT&T, National and State Telephone Associations, and NECA. Our staff has an average of over 30 years experience in the Telecom Industry.

Christina D. Bobbyn

Christina D. Bobbyn

Mrs. Bobbyn, a partner, has overall responsibility for monthly settlements administration; interpretation of NECA tariff and pool procedure; and settlements and CABS reviews. She is responsible for a variety of CABS activities, including ICORE’s Service Bureau functions and IIBS™ billing and maintenance; analyses of state and interstate compensation plans; network service; CLEC and other competitive activities; and a variety of special projects.



Her specific knowledge includes Interstate average schedule settlements and pooling procedures; access, resale, operator service, and other tariff; Billing and Collection issues; contractual arrangements; and interface with NECA and other connecting companies on a wide range of issues.



She assisted with traffic holding time studies and annual traffic factor development. Mrs. Bobbyn also worked on C&WF and COE Categorization Studies as well as Continuing Property Records.



A 1988 graduate of Shippensburg University, Mrs. Bobbyn has a B.S. degree in Business Administration with a major in Finance.

Christopher T. Ulmer

Mr. Ulmer, a partner, is fully knowledgeable in every one of ICORE’s service areas and assists clients with End User and CABS billing, cost and average schedule settlements, legacy or model-based support, interconnection agreements, regulatory reporting requirements, bankruptcy issues, revenue analyses, and code administration services including AOCN, LNP, and SOA.

He is also responsible for our End User and CABS Service Bureau functions, the billing and maintenance of our ICORE Integrated Billing System (IIBS™), and a variety of special projects. In addition. Mr. Ulmer manages ICORE’s marketing functions, as well as the ICORE intranet and all internal network operations.

He is a 1995 graduate of Muhlenberg College with a B.A. in Business Administration and has been with ICORE since 1995.

Bob F. Knoble

Bob F. Knoble

Mr. Knoble oversees all aspects of ICORE’s access and cost separations process, interstate and intrastate settlements, and a variety of areas involving revenue requirements development and special studies. He is also responsible for CABS service bureau activities (including ICORE’s Integrated Billing System (IIBS™) billing and maintenance), new business development, and a variety of special projects.

Before joining ICORE, Mr. Knoble worked for 24 years for the National Exchange Carrier Association (NECA). Most recently, he worked in NECA’s Eastern Region, where he served as Manager, of Member Services. Previous positions included responsibilities with State Universal Service Funds in Maine, Vermont, New Hampshire, Pennsylvania, and Puerto Rico, as well as the Federal Telecommunications Relay Service (TRS) Fund.

Mr. Knoble is a graduate of Churchman Business School and holds an A.S.B. Degree in Business Administration/Accounting.

Matthew M. Mumma

Mr. Mumma is responsible for all the monthly average schedule services, settlements administration, interpretation of interstate and intrastate pooling procedures, and tariff development and filing. He is also responsible for CABS service bureau activities, IIBS™ billing and maintenance, and a variety of special projects.

Mr. Mumma received a B.S.B.A. in Finance from Shippensburg University in 1997.

Mr. Glod is responsible for the financial modeling used to assess the impacts of regulatory and legislative changes, as well as, new product and business opportunities. Other duties include pay station compensation, code administration, and regulatory report filing support.

Before joining ICORE, Mr. Glod was Director of Revenue Administration for Commonwealth Telephone Enterprises, Inc. where he was responsible for administrating, budgeting, and forecasting access revenues for Commonwealth’s ILEC and CLEC units. His previous experience included positions in General Accounts, Budgeting, and Marketing where his duties included financial and regulatory reporting, expense budgeting, variance analysis, and product and promotion development and tracking. Mr. Glod also provided financial modeling for the company’s CLEC business plan and analysis of various acquisition opportunities.

Mr. Glod is a CPA and is a Magna Cum Laude graduate of King’s College with a B.S. in Accounting and Business Administration.

Joseph J. Laffey

Mr. Laffey is responsible for supporting the firm’s activities related to access charges, settlements, carrier relations, and state and federal regulatory activity. He has over forty years of experience in the telecommunication industry.

Mr. Laffey most recently served as Vice-President Regulatory Affairs for the former Commonwealth Telephone Enterprises Inc (CTE), Dallas, PA. In this capacity, he was responsible for all intercarrier revenues including state and interstate access charges and the related settlement processes. Included in his responsibilities were the inter-company billing processes as well as the carrier relation process. He also provided support in the areas of regulatory planning policy development and advocacy.

Mr. Laffey also previously held the position of Vice-President of Regulatory and External Affairs for the former D&E Communications, Inc., Ephrata, Pa. As with CTE, he had responsibility for all the activities related to intercarrier revenue and billing, and the carrier and regulatory relations processes for D&E. In addition, he was responsible for the Company’s budgeting and forecasting.

Mr. Laffey has been an active participant in industry activities as a member of numerous committees at USTA, NECA, OPASTCO, and the Pennsylvania Telephone Association. He has served as an expert witness in proceedings before the Pa. PUC on numerous occasions representing the Pennsylvania Telephone Association and CTE.

Mr. Laffey holds a B.S. Degree in Accounting from the University of Scranton.

Don C. Snyder

Mr. Snyder acts as director for the following Functions at ICORE:

Mr. Snyder has been with ICORE since 1998.

Before joining ICORE, Mr. Snyder was with AT&T for 34 years, where he worked extensively with LECs (Local Exchange Carriers) and CLECs (Competitive Local Exchange Carriers) in network and access interfaces. Mr. Snyder participated in developing methods, procedures, and processes necessary within AT&T to implement the interconnection interfaces.

Earlier in his 34-year career with AT&T, Mr. Snyder worked on various other assignments in AT&T such as Long Lines Operations, External Affairs, and the General Departments. These assignments included areas such as: Operations, Engineering, Separations, Division of Revenues and Bell Independent Relations.

Mr. Snyder is a State University of New York graduate in Morrisville NY.
